If a woman is in a country where putting jewellery in the nose is seen as a kind of adornment and beautification, there is nothing wrong with piercing the nose. Majmoo’ Fataawa Ibn ‘Uthaymeen (11/ question no. 69).
If the piercing will have an adverse effect on one’s health, whether immediately or in the future, then it is haraam and it is not permissible to do it on any part of the body. Majority of the ladies in my family have their nose pierced and it does make them seem more feminine.. it kind of adds an elegance and beautifies their already beautiful faces. Just to add I don't like those nostril rings or piercing on both sides of the nostrils.. it doesn't look right at all.. a simple piercing either on left or right with a stud looks simple and attractive.

it seems like it mainly depends on th e situation. if you were piercing your nose because it was a style among the nonmuslims.. then of course it is haraam. for instance, now it is the style to pierce below your lip ( but not directly below, but to the side).
